In August 2018, Bill was delighted to see Duffy when he went to attend her granddaughter's birthday party. They decided to catch up over a drink. (CAS: Episode 1095) The following month, Bill came to the ED to check on his daughter Rachael after she was taken in. Upon learning that she had alcoholic hepatitis, he argued with her, prompting Duffy to try to deescalate the situation. However, Bill accidentally pushed her when she tried to encourage him to stay, triggering a panic attack. Once Duffy calmed down, she opened up to Bill about her health and told him that she was diagnosed with clinical depression. Later, Rachael began to deteriorate, and Duffy told him that he should be there for her. (CAS: Episode 1099)
In October, Bill chatted to Duffy in the ED while Rachael had her cast removed. Later that day, he found Duffy alone in a pub after a difficult shift and gave her a shoulder to cry on. (CAS: Episode 1102) The next morning, Duffy was horrified when she realised that she had slept with Bill, and she told him to leave the hotel room. Later, Bill waited for Duffy outside the ED. She confronted him and told him to never contact her again. (CAS: Episode 1103)
In December, Bill got into an argument with Rachael after he suspected that she had started drinking again. She stormed out of the house, and Bill started to feel pains in her heart and collapsed. He was admitted to the ED and was treated by Charlie Fairhead. Rachael visited him, and they started arguing again. After Bill brought up Duffy, Charlie asked him how he knew her, prompting Bill to tell him about their one-night stand. Duffy confronted him and demanded to know what he had told Charlie, and Bill apologised when he realised that she was Charlie's wife. Later, his condition started to worse as one of his fractured ribs punctured his lung, but he was soon stabilised. Once he was returned to cubicles, he reconciled with Rachael and thanked Duffy for her help. (CAS: Episode 1108)

Clive Wood initially portrayed Bill on Casualty for five episodes in 2018. In December 2019, it was revealed that Wood would reprise the role in the annual winter trailer.
